Welcome to the Wonderful World of Green Acres: Land Acquisition, Park Development, and Stewardship Funding

Since 1961, the Green Acres Program has been partnering with local government and nonprofits to preserve open space and provide outdoor recreational opportunities throughout New Jersey.  In 2016, the Preserve New Jersey Act was passed to allocate the recreation and conservation funding measure approved by the voters in 2014 .   With this funding, Green Acres will continue to provide loans and grants to counties and municipaltiies and grants to nonprofit organizations for land preservation and park development projects.  Now, however, we can also provide funding for stewardship!  This workshop will provide an overview of the traditional and changing Local and Nonprofit Land Acquisition and Park Development Assistance programs and introduce the new Stewardship Assistance Program.  We will discuss funding available, eligible and ineligible projects, how to apply for grants and loans and what "strings" are attached to Green Acres funding.  The Blue Acres and Tax Exemption programs, both administered by Green Acres, will also be highlighted.


Catherine Elliott-Shaw

Team Leader, NJDEP, Green Acres
Cathy Elliott-Shaw has been with the Department of Environmental Protection since 1989 and with the Green Acres Program for the past sixteen years.  Currently Cathy is the Team Leader for the Urban Acquisition and Statewide Park Development Team.  Outside of work, Cathy is an active member of her municipal Green Team, and very involved with the youth music program at her church.

Nancy Lawrence

Compliance Officer, NJ DEP Green Acres
Nancy Lawrence has been part of the Bureau of Legal Services and Stewardship for the NJDEP’s Green Acres Program since 1999.  Prior to her start at the NJDEP Nancy worked as an environmental consultant.  She holds a B.S. in Environmental Studies from Richard Stockton College.  When not at work Nancy can be found volunteering time at her kid’s school or her church.

Martha Sapp

Director, Green Acres Program
Martha Sullivan Sapp has been with the Green Acres Program since 1987.  She has served as a Project Manager, Team Leader for the Urban Acquisition and Statewide Park Development Team, Rule Manager, Policy Coordinator, and Bureau Chief of the Local and Nonprofit Assistance Program, before becoming Director.   Martha has a degree from Boston College and is (so far) successfully raising two sons, both of whom enjoy New Jersey’s...
